Consultants and Actuaries

Michael is a Consultant serving clients as part of GRS’ Midwest Region. He has nearly 10 years of professional actuarial and benefits consulting experience working with state and local government public employee retirement systems and OPEB plans in Pennsylvania, Maryland, and West Virginia. He has also worked with multiemployer union plans.

Michael’s pension expertise includes traditional DB and hybrid plans, covering single-employer and multiple-employer agent and cost-sharing plans. He prepares pension valuations under GASB 67/68, contribution and funding projections, cost analyses of proposed plan changes, and experience studies.

Michael’s expertise includes §415 calculations, GASB 73, and Public Acts 205 and 96 of Pennsylvania. His retiree healthcare experience covers OPEB valuations, including the calculation of per capita costs, as well as GASB 74/75 valuations and reporting.

Michael also has in-depth experience helping clients implement and manage their plans using defined benefit plan administration software. His defined benefit administration software experience includes working with DB Precision, a widely-recognized web-based administration platform.

As a former collegiate track and field decathlete, Michael enjoys watching the US Olympic trials, as well as the summer games.

Michael served as a speaker at the Pennsylvania Association of Public Employee Retirement Systems (PAPERS), the Pennsylvania State Association of County Controllers (PSACC) conferences, and the County Commissioners Association of Pennsylvania (CCAP). His presentations have included topics such as Pension 101 and How to Read an Actuarial Report.
