On January 15, 2025, the MissionSquare Research Institute released information related to its report, Top Public Service Workforce Trends for 2025. The Institute researched how public sector employers can manage and support their current workforce, as well as attract new talent. The trends focus on job motivations, succession planning, emerging technologies, financial debt, stress, mental health and retirement planning.

According to the report, public service employers are preparing to navigate a rather complicated year in 2025. The report provides various strategies and actions that public service employers can implement that may help to address the multitude of workforce challenges facing governmental agencies.

Based on their research, the key workforce trends to monitor in 2025 include:  

• Differentiating motivations to work in the private and public sectors;
• Planning for succession in workforce transitions;
• Recognizing and addressing employees’ concerns related to emerging technologies;
• Facilitating discussions regarding employees’ financial debt, stress and mental health;
• Acknowledging the differences between retirement expectations and reality; and
• Designing defined contribution plan default investments to help guide retirement planning for public sector participants.
